There was a Corepack of it back in the day, and an older edition was on GOG, but no other repacks, and it's quite hard to install/get working, due to needing keys for the base game and DLCs, as well as special arguments for various shortcuts to launch the game in various modes (e.g. with DayZ mod). I own Arma II: Combined Operations on Steam (I don't own the minor DLCs), and I have the necessary keygen for everything except the Army of the Czech Republic DLC, so can share the files if you want.
